You might want to try going to another site and logging in from there, should take you to the dashboard. Then modify the format back to something you'd prefer.
Mine looks unchanged. Well, mostly unchanged... there were a few updates here and there for the last year or so, but functionally it's not all that different. Are you talking about the dashboard that lists your blogs or the settings for an individual blog?
You should also be able to get to it at the bottom through the "Powered by Blogger" bit. For a while when I redid my template that's what I ended up doing.
LOL ... ya no crazy dashboard mods with rockin 8 track ... no my actually dashboard features have changed and wondered if they did an update or something.

And ... just like that ... the crazy format it was in this morning is gone and its back to normal ... lol
